Customs clearance operations management specialist

Job description

Assuming full technical and operational oversight of all customs clearance processes for Silk Company, and ensuring strict compliance with Syrian customs law and applicable regulations. The position aims to enhance the efficiency of the field team, minimize clearance times, and guarantee the accuracy of customs data to avoid any fines or delays that could affect supply chains and the company's fleet operations.

Requirements

Qualifications Required:

Bachelor's degree in Economics, Business Administration, Law, or Logistics.

Specialized certifications in Customs Law or International Customs Classification are preferred.

Full familiarity with the automated customs system adopted in Syria.

Skills Required:

A minimum of 6 years of experience in Syrian customs clearance, including at least 2 years in a supervisory role.

In-depth and comprehensive knowledge of Syrian Customs Law No. 38 of 2006 and its amendments.

High proficiency in classifying goods according to the HS Code and accurately identifying customs tariff headings.

Leadership and training skills to guide field and administrative teams.

Strong analytical skills to resolve complex legal and technical issues with customs authorities.

Extreme accuracy in auditing documents (invoices, certificates of origin, packing lists) and customs declarations.

Duties & responsibilities

Technical Supervision of the Team:

Distributing customs clearance files to field and administrative team members and monitoring their progress.

Conducting final technical audits of all customs data, invoices, packing lists, and certificates of origin before submission.

Reviewing the calculation of duties, taxes, and fines and ensuring their accuracy.

Resolving complex technical and legal issues encountered by the team with customs.

Legal and Technical Compliance:

The company's primary technical authority regarding Syrian Customs Law No. 38 of 2006 and its amendments and implementing regulations.

Ensuring the correct classification of goods according to the HS Code system and determining the optimal legally applicable customs tariff item.

Monitoring decisions of the Ministry of Economy and the General Directorate of Customs, as well as new circulars, and training the team on them immediately upon issuance.

Handling cases of: temporary storage, transit, re-export, exemptions, and restricted goods.

Development and Improvement:

Establishing and updating internal Standard Operating Procedures (SOPs) for the Operations Department.

Providing technical training to the team on customs updates and best practices. Analyze the causes of delays or discrepancies and propose solutions to the General Manager to minimize them.

Prepare periodic technical reports for the General Manager on operational performance, clearance times, problems, and recommendations.

Coordination:

Coordinate technically with the Customer Service Department to provide them with accurate information on the status of shipments.

Coordinate with other departments: Finance, Shipping, and Transportation, when technical information is required.
