Transportation and Fleet Operations Team Leader

Job description

Leading the launch readiness phase and managing the daily operations of the company's buses in Damascus, to ensure the provision of safe, disciplined and efficient transportation services by translating operational concepts into practical procedures, staffing plans and performance controls.

Requirements

• Bachelor’s or master’s degree in engineering, Transport, Operations Management, Business Administration or a related discipline.
• Ideally 8–12 years of experience in bus operations, public transport, fleet operations, mobility, logistics or similar operational environments.
• Experience managing operational teams, field personnel or fleet-based services.
• Strong understanding of fleet deployment, shift and roster planning, dispatch, depot operations, service control and incident management.
• Experience with digital fleet-management or dispatch systems such as GPS/AVL, FMS or similar platforms.
• Strong analytical skills, practical Excel capability and ability to work with operational data.
• Ability to build procedures, solve field issues and coordinate multiple internal and external stakeholders.
• Professional proficiency in Arabic and English and willingness to work in Damascus.

Duties & responsibilities

Pre-Operations and Launch Readiness:
• Develop the operating concept, launch plan and go-live readiness criteria for the new bus operation.
• Translate approved routes and timetables into vehicle, driver, shift and roster plans.
• Establish core operating procedures for dispatch, depot readiness, driver reporting, inspections, fuelling, disruptions and incident response.
• Support recruitment, onboarding and operational training of drivers, dispatchers, supervisors and field personnel.
• Coordinate readiness of depots, terminals, fuelling arrangements, the control centre and operational systems.
Operations Management:
• Manage daily bus operations and ensure delivery of the approved service plan.
• Monitor service delivery, vehicle availability, driver attendance, punctuality, disruptions and operational performance.
• Coordinate dispatch, service recovery and reserve-bus deployment during disruptions.
• Improve schedules, resource deployment and procedures based on operational data and field feedback.
Fleet, Maintenance, Fuel and Cost Control:
• Coordinate with fleet maintenance teams, SCAI and technical/service partners to secure required daily fleet availability.
• Ensure operational defects are recorded, classified and escalated properly.
• Monitor vehicle downtime, maintenance backlog, fuel consumption and operating cost drivers.
• Support improvements in fleet utilisation, fuel control and operating cost per kilometre.
Safety, Service Quality and Performance:
• Ensure operations comply with approved safety and service procedures.
• Support accident and incident investigations and maintain clear escalation routines.
• Promote a culture of safety, discipline, accountability and passenger service.
• Track key KPIs such as fleet availability, trips operated versus planned, punctuality, breakdowns, fuel consumption, incidents, driver attendance and passenger complaints.
